Phát biểu chỉ đạo đại hội, Bí thư Thành ủy TPHCM Nguyễn Văn Nên yêu cầu Công đoàn TPHCM phải quán triệt sâu sắc mục tiêu xuyên suốt là xây dựng tổ chức Công đoàn thành phố vững mạnh, toàn diện, có năng lực thích ứng và giải quyết các vấn đề đặt ra; làm tốt hơn nữa vai trò cầu nối trong quan hệ mật thiết giữa Thành ủy, UBND TPHCM với lực lượng công nhân, người lao động; tiếp tục là lực lượng tiên phong trong thực hiện nhiệm vụ phát triển kinh tế – xã hội thành phố.
Ngày 24-9, tại Hội trường TPHCM, sau 3 ngày làm việc, Đại hội Công đoàn TPHCM lần thứ XII, nhiệm kỳ 2023-2028 đã bế mạc.
Đến dự phiên bế mạc có các đồng chí: Nguyễn Văn Nên, Ủy viên Bộ Chính trị, Bí thư Thành ủy TPHCM; Lê Thanh Hải, nguyên Ủy viên Bộ Chính trị, nguyên Bí thư Thành ủy TPHCM; Nguyễn Thiện Nhân, nguyên Ủy viên Bộ Chính trị, nguyên Bí thư Thành ủy TPHCM; Nguyễn Đình Khang, Ủy viên Trung ương Đảng, Bí thư Đảng đoàn, Chủ tịch Tổng Liên đoàn lao động (LĐLĐ) Việt Nam; Vũ Hải Quân, Ủy viên Trung ương Đảng, Giám đốc ĐHQG TPHCM; Đặng Ngọc Tùng, nguyên Ủy viên Trung ương Đảng, nguyên Chủ tịch Tổng LĐLĐ Việt Nam; Trần Thanh Hải, Phó Chủ tịch Thường trực Tổng LĐLĐ Việt Nam.

Theo dõi, đánh giá sát tình hình để có dự báo
Phát biểu chỉ đạo đại hội, Bí thư Thành ủy TPHCM Nguyễn Văn Nên cho biết, đại hội diễn ra đúng dịp Kỷ niệm ngày Nam bộ kháng chiến càng tăng thêm ý nghĩa. Bí thư Thành ủy TPHCM cũng gửi lời chúc đến các đồng chí được tín nhiệm bầu vào Ban Chấp hành khóa mới cũng như các đồng chí được bầu vào Đoàn Đại biểu Đại hội XIII Công đoàn Việt Nam.
Biểu dương các kết quả nổi bật mà Công đoàn TPHCM nhiệm kỳ 2018-2023 đạt được, đồng thời từ phương hướng, nhiệm vụ mà Công đoàn TPHCM nhiệm kỳ mới đặt ra, Bí thư Thành ủy TPHCM cũng gợi mở nhiều nội dung cần chú trọng trong quá trình thực hiện Nghị quyết đại hội.
Trong đó, cần nâng cao hơn nữa nhận thức vai trò, đặc điểm của TPHCM là đầu tàu kinh tế của cả nước với lực lượng lao động khoảng 5 triệu người, thu hút từ nhiều địa phương về, chủ yếu làm việc ở khu công nghiệp và dịch vụ. Trong bối cảnh tình hình thế giới có nhiều diễn biến phức tạp, khó lường đòi hỏi Công đoàn TPHCM phải tiếp tục theo dõi, nghiên cứu, đánh giá sát để có dự báo.
Đồng chí Nguyễn Văn Nên phân tích thêm, cùng với sự phát triển của công nghệ, trí tuệ nhân tạo sẽ ảnh hưởng đến thị trường lao động, cơ cấu lao động và nhiều hoạt động khác. Với định hướng cơ cấu lại tổng thể kinh tế gắn với đổi mới mô hình tăng trưởng dựa trên nền tảng kinh tế trí thức, ứng dụng khoa học công nghệ, đổi mới sáng tạo, phát triển kinh tế số, kinh tế xanh, kinh tế tuần hoàn, chắc chắn sẽ có nhiều tác động để chúng ta chuẩn bị tâm thế sẵn sàng vượt qua thử thách.
Mặt khác, các ngành nghề sản xuất kể cả phi chính thức ít thâm dụng lao động hơn, lực lượng lao động hiện đòi hỏi trình độ, kỹ năng, tay nghề cao hơn đặt ra cho hoạt động công đoàn và phong trào công nhân lao động thành phố những thách thức mới.
Theo đồng chí Nguyễn Văn Nên, những đặc điểm trên đặt ra yêu cầu rất lớn trong đổi mới tư duy về tổ chức và phương thức hoạt động công đoàn. Đòi hỏi Công đoàn TPHCM phải chủ động thích ứng có hiệu quả với tình hình, không để bị động bất ngờ, sẵn sàng tâm thế để vượt qua thách thức và hướng tới tìm thấy những cơ hội từ trong khó khăn.
Đồng chí cũng yêu cầu Ban Chấp hành, Ban Thường vụ LĐLĐ TPHCM tiếp tục quán triệt và thực hiện có hiệu quả các Kết luận, Nghị quyết của Bộ Chính trị đối với tổ chức công đoàn cũng như đối với TPHCM.
Huy động nguồn lực chăm lo người lao động
Đi vào nhiệm vụ cụ thể, Bí thư Thành ủy TPHCM yêu cầu Công đoàn TPHCM phải quán triệt sâu sắc mục tiêu xuyên suốt là xây dựng tổ chức Công đoàn thành phố vững mạnh, toàn diện, có năng lực thích ứng và giải quyết các vấn đề đặt ra; làm tốt hơn nữa vai trò cầu nối trong quan hệ mật thiết giữa Thành ủy, UBND TPHCM với lực lượng công nhân, người lao động; tiếp tục là lực lượng tiên phong trong thực hiện nhiệm vụ phát triển kinh tế – xã hội thành phố.
Theo đồng chí, muốn đạt được mục tiêu trên, Công đoàn TPHCM phải đổi mới và nâng cao hiệu quả công tác tập hợp, vận động đoàn viên, người lao động, qua đó phát triển đoàn viên, Công đoàn cơ sở. Đổi mới mạnh mẽ công tác tuyên truyền, giáo dục nhằm nâng cao bản lĩnh chính trị, ý thức và trách nhiệm xã hội, nhận thức pháp luật trong đoàn viên, người lao động. Cần nghiên cứu, tìm tòi, sáng tạo những phương thức và mô hình mới, phù hợp với đặc điểm thực tiễn phát triển sản xuất và xã hội trong giai đoạn mới, thích ứng với bối cảnh đổi mới mô hình tăng trưởng, hội nhập quốc tế sâu rộng.
Cùng với đó, cần tính toán nhiều cách để chủ động huy động nguồn lực tài chính, thực hiện tốt chức năng, nhiệm vụ Công đoàn. Trước hết là chủ động phối hợp với các tổ chức đại diện, hiệp hội người sử dụng lao động đề xuất với cấp ủy, chính quyền và các cơ quan chuyên môn triển khai các giải pháp nhằm hỗ trợ sản xuất, kinh doanh, bảo vệ việc làm, quyền và phúc lợi xã hội cho công nhân, người lao động; chăm lo đời sống vật chất, tinh thần cho người lao động, nhất là lao động nữ, lao động di cư, lao động khu vực phi chính thức. Huy động nguồn lực hỗ trợ người lao động bị mất việc, có hoàn cảnh khó khăn.
Đồng chí cũng yêu cầu xây dựng đội ngũ cán bộ chuyên trách công đoàn nhất là người đứng đầu đủ năng lực và điều kiện, có tâm huyết, bản lĩnh, sáng tạo, gắn bó với công nhân, lao động. Đồng thời đổi mới mạnh mẽ và thực chất các phong trào thi đua yêu nước trong công nhân, viên chức, lao động, tránh sáo mòn, hình thức, hành chính, vô cảm.
“Nhiệm vụ xây dựng giai cấp công nhân và tổ chức công đoàn vững mạnh là trách nhiệm của cả hệ thống chính trị”, đồng chí nhấn mạnh và lưu ý các cấp ủy Đảng tăng cường lãnh đạo tổ chức và hoạt động công đoàn, quan tâm đúng mức việc kiện toàn bộ máy, bố trí cán bộ đúng tầm, thường xuyên sâu sát, khắc phục tình trạng buông lỏng vai trò lãnh đạo hoặc bao biện, làm thay…
Bảo vệ tốt nhất quyền, lợi ích hợp pháp của người lao động
Phát biểu tại đại hội, Chủ tịch Tổng LĐLĐ Việt Nam Nguyễn Đình Khang nhấn mạnh, 5 năm qua với nhiều khó khăn, thách thức, song tổ chức Công đoàn TPHCM đã phát huy truyền thống, phẩm chất vốn có, với tinh thần năng động, sáng tạo, đổi mới, dám nghĩ, dám làm, cùng đội ngũ cán bộ công đoàn, đoàn viên, người lao động thành phố đã chung sức, đồng lòng cùng nhân dân vượt qua khó khăn, đạt được những kết quả to lớn, hoàn thành và hoàn thành vượt mức hầu hết các chỉ tiêu mà Nghị quyết Đại hội XI Công đoàn TPHCM đề ra.
Những kết quả mà Công đoàn TPHCM đạt được trong nhiệm kỳ qua đã đóng góp đặc biệt quan trọng vào thành tích chung của tổ chức Công đoàn Việt Nam. Nhiều hoạt động của Công đoàn thành phố đã trở thành mô hình điểm để Tổng LĐLĐ Việt Nam triển khai, nhân rộng.
Theo đồng chí Nguyễn Đình Khang, những năm tới, lực lượng lao động thành phố dự báo sẽ tiếp tục tăng nhanh, nhất là lao động trình độ cao. Bên cạnh đó, nhiều tác động ảnh hưởng trực tiếp đến đời sống, việc làm, thu nhập người lao động. Điều này đòi hỏi hoạt động công đoàn ở từng cấp, mỗi cán bộ công đoàn phải ý thức sâu sắc về trách nhiệm của mình với tổ chức, đoàn viên, người lao động. Để từ đó chăm lo vật chất, tinh thần, thực hiện chức năng đại diện, bảo vệ quyền, lợi ích hợp pháp của đoàn viên, người lao động một cách tốt nhất.
Chủ tịch Tổng LĐLĐ Việt Nam chúc mừng đại hội đã bầu Ban Chấp hành LĐLĐ TPHCM khóa XII gồm 55 đồng chí tiêu biểu, có bản lĩnh chính trị vững vàng, có phẩm chất đạo đức trong sáng, năng lực và uy tín.
Đồng thời, mong Ban Chấp hành tiếp tục phát huy tinh thần đoàn kết, dân chủ, năng động, sáng tạo, chỉ đạo tổ chức thực hiện thắng lợi các mục tiêu, chỉ tiêu, nhiệm vụ, giải pháp mà Nghị quyết Đại hội XII Công đoàn TPHCM đã đề ra. Trước mắt, nghiên cứu xây dựng, ban hành ngay chương trình hành động triển khai thực hiện Nghị quyết Đại hội với các nội dung nhiệm vụ, giải pháp cụ thể, ưu tiên nguồn nhân lực để thực hiện các khâu đột phá.

Phát biểu nhận nhiệm vụ, Chủ tịch LĐLĐ TPHCM nhiệm kỳ 2023-2028 Trần Thị Diệu Thúy cảm ơn đại hội đã tín nhiệm. Theo bà Trần Thị Diệu Thúy, mục tiêu, yêu cầu, nhiệm vụ của Đại hội Công đoàn TPHCM khóa XII đề ra là thời cơ và thuận lợi để các cấp công đoàn thành phố phát huy thành quả của nhiệm kỳ trước, song trong bối cảnh hiện nay cũng không ít thách thức. Do đó, Chủ tịch LĐLĐ TPHCM mong muốn tiếp tục nhận được sự quan tâm, chỉ đạo, lãnh đạo, chỉ đạo của Thành ủy, Đoàn chủ tịch Tổng LĐLĐ Việt Nam, sự lãnh đạo về chuyên môn của các cấp, các đại biểu các cấp công đoàn…
Chủ tịch LĐLĐ TPHCM Trần Thị Diệu Thúy khẳng định Công đoàn TPHCM sẽ nhanh chóng cụ thể hóa các nội dung để nghị quyết đại hội sớm đi vào cuộc sống, nhằm thực hiện tốt mục tiêu và nhiệm vụ đại hội đặt ra.
Các con số của Đại hội Công đoàn TPHCM khóa XII, nhiệm kỳ 2023-2028
* 549 đại biểu, đại diện hơn 1,3 triệu đoàn viên Công đoàn viên tham dự đại hội.
* Bầu Ban Chấp hành LĐLĐ TPHCM khóa XII gồm 55 ủy viên, có 43 người tái cử và 12 người mới.
* Hội nghị Ban Chấp hành lần thứ nhất LĐLĐ TPHCM bầu ra Ban Thường vụ LĐLĐ TPHCM 17 ủy viên; bầu Ủy ban Kiểm tra 15 ủy viên; bầu Chủ tịch, 4 Phó Chủ tịch và Chủ nhiệm Ủy ban Kiểm tra LĐLĐ TPHCM.
* Bầu đoàn 47 đại biểu chính thức, 5 đại biểu dự khuyết dự Đại hội Công đoàn Việt Nam nhiệm kỳ 2023-2028.
* Biểu quyết thông qua 12 chỉ tiêu và tập trung triển khai 3 chương trình trọng tâm, 3 khâu đột phá giai đoạn 2023-2028.
